THE debate on whether to continue the unitary tax rate on cigarette or to adopt a two-tier system must go beyond revenues but on its impact on the local tobacco and cigarette industries.
A singular tax rate would force local cigarette consumers to buy the more pricey brands as the tax would have minimal impact on its retail price while significantly forcing prices up for the lower-priced brands.
