With the rebirth of the National Operational Assessment of Hazards (NOAH), the University of the Philippines Resilience Institute (UP-RI) will offer reports for cities and municipalities based on the calamities they experience, in order to help them in case a disaster will come.

The re-launching intensified when a report came up last year, wherein the Philippines ranked third among the 171 countries with the highest levels of disaster risks.

Director Mahar Lagmay of UP NOAH Center promised to have a state-of-the-art scientific research that will ensure accurate and understandable data that is free to the public at all times.

“Empowered communities, which constantly remained as the fundamental and uncompromised goal of NOAH, proved to be instrumental in averting more than 15 potentially fatal calamities since 2012,” said Lagmay.

The Project NOAH was being adopted by UP, after the government stopped its run for financial issues. The project has provided real time satellite data to help communities prepare against extreme disasters such as floods.

The UP NOAH Center, under the UP RI, is expected to intensify its functions to provide reports necessary in aiding disaster preparedness and response from the country's 144 cities and 1,490 municipalities.

Hontiveros pushes for modified ‘Rape Law’

As the country’s commitment to fighting rape and violence against women, Senator Risa Hontiveros recently sponsored a bill for amendments to Republic Act No. 8353, also known as the Anti-Rape Law of 1997. 

"Our Anti-rape law needs to be urgently updated. Currently, our rape law puts unjust burden on rape victims and is a far cry from doing justice to those aggrieved," Hontiveros said.

LAST month, on Wednesday, April 19, was the 80TH Birthday of former President and now Manila City Mayor Joseph “Erap” Ejercito Estrada. That night, he shared his birthday dinner with a thousand guests.

WE don’t have to worry about the digital natives, because they were born into the digital era and they could do very well in the electronic age. 

We also do not have to worry about the non-millennial people who have adopted quickly into the new age, even if they are actually digital migrants, so to speak. 

What we have to worry about are the people in between, those who are neither digital natives on one hand, nor digital migrants on the other hand.
