Brokers slam BoC’s single lane system

THE Bureau of Customs’ (BOC) queueing system that practically changed its traditional 15-section filing of import entries into a one lane or single window filing of import entries, is getting strong opposition from some customs brokers and importers saying it is causing delay in the processing of import entries. 

In a rally by a small group of customs brokers at the BOC gate last Monday (Nov. 20, 2017), the brokers blamed the queueing system for the delay they are now encountering in the processing of their import entries. 

 

Unfamiliar

According to customs broker Teddy Guasa, the unfamiliarity of some customs officials assigned to review the import entries is also creating a problem.  

“I encountered one customs examiner who insisted on placing our import entry into a tariff heading that was entirely different than what we had been filing for years under the old sectioning system of the bureau.” Guasa said.

 

No More ‘Suki’ Practice

But Customs Commissioner Isidro Lapena announced in a recent briefing that all concerned customs officials will undergo training to familiarize them with all the aspects in import entry processing, including the identification of the right tariff headings.

According to Lapena, he implemented the new system to eradicate the “suki” ( regular customer) practice, which is among the identified causes of corruption at the bureau. 

Lapena’s non-traditional reforms at BOC could be turning out well. Since his ascendancy as BOC chief, the agency has posted a sustained positive monthly revenue collection. 

But the BOC chief, however, clarified that even if the bureau was able to meet its monthly collection target for the last three months, it will still fail to meet its revenue target for 2017 because of its huge collection shortfall when he assumed the commissionership of the bureau.
