Pass the IRR on anti- hazing law now

With the signing recently of the Anti-Hazing Law (RA11053), Rep. Bernadette Herrera-Dy, Bagong Henerasyon partylist, is asking the agencies concerned to immediately release the implementing rules and regulations (IRR) to save more lives of the youth.


“Since signing and approval of this law had been expected for some time now, our expectation is that the implementing rules and regulations will come out sooner than later. They need not wait for the deadline,” she said.


She said she is especially concerned about the gangs that are almost like fraternities in every aspect. Gangs that operate on campus and off-campus in the neighborhoods and barangays, she said.


There are gangs and fraternities that behave like criminal syndicates because of their code of silence and use of violence in the enforcement of discipline and their distorted principles of brotherhood.


Some of these fraternities and gangs have become incubators and breeding ground for criminal masterminds and thugs who prey on the weak, the poor, and the defenseless, she stressed.


She said campus authorities and barangay officials must enforce RA 11053 strictly but also with due lawful regard for human rights and privacy.


“We want prevention, monitoring, enforcement, and assessment measures that are transparent, specific, and clear,” she concluded.
