More support for bills creating Senior Citizen Commission

The proposals to create a national commission on senior citizen to ensure coordinated and consistent implementation of laws on the rights and welfare of senior citizens gained more support in the lower house.

 

This time, Senior Citizen partylist Rep. Milagro Aquino-Magsaysay said it is necessary to have a national commission on seniors (under the proposed bills of Rep. Ron Salo of the committee on government reorganization and Rep. Maria Lourdes Aggabao of the committee on population and family development) and a third bill of Rep. Francisco Datol (with Speaker Pantaleon Alvarez and former Speaker now QC Rep. Feliciano Belmonte Jr.) has also been filed in the lower chamber. She thanked both Salo and Aggabao for “shepherding the bills on the commission on senior citizens.”

 

“It is necessary to have the national commission because implementation of laws on seniors has been largely the domain of the local governments. That implementation has been uneven because it is greatly dependent on the financial capacity of local governments,” Aquino-Magsaysay said.

 

At a great disadvantage are seniors who are residents of 4th, 5th, and 6th class municipalities—the poorest towns of the country.

 

FUNDING ISSUES

 

One way to address this situation is the mandatory allocation 3 percent to 5 percent of the national budget for senior citizens’ welfare and rights defense programs. The government has 5 percent for GAD or gender and development, so why not the same for seniors?

 

Masipag bumoto ang mga senior citizen tuwing eleksyon. Marapat naman na suklian ng mga nanunungkulan ang kasipagang ito sa pamamagitan ng paglalaan ng 3 to 5 percent ng national budget para sa seniors.

 

Sa 3 to 5 percent na budget na iyan maaaring kunin ang pantustos sa mga programang mapapakinabangan ng mga senior citizen tulad ng mga programang aming ipanukala na sa House Bills 6448, 6526, 6567, 6891, at 7525.

 

Sa period of amendments sa plenaryo, ihahain ko ang panukalang ito para matiyak na mapopondohan ang mga programa para sa mga kapwa ko senior citizen sa buong bansa. (END)
