Full exemption for honoraria of people who serve in elections sought

Rep. Salvador Belaro Jr., 1-Ang Edukasyon partylist, is proposing the full exemption of honoraria, travel allowances and benefits for election service rendered; cash proceeds from the death benefit and cash value or cash equivalent value of medical assistance due to persons who render election service in accordance with Republic Act 10756 or the Election Service Reform Act.

"Persons, mostly teachers of the Department of Education, who render election service as provided in RA 10756 sacrifice their lives, time and energies to ensure that the sovereign will of the electorate, as expressed in a democratic election, is cast, protected, and carried out. The 100 percent tax-exemption this bill seeks to grant pales in comparison to their sacrifices," he said. 

Urgent passage of this measure is earnestly sought. He also said he hopes the bill becomes law in time to make it applicable starting with taxable year 2018. 

He also proposed that P500,000 in death benefits be awarded to the beneficiaries of these election volunteers to be reviewed by the Commission on Election every three years thereafter, but in no case shall such revision be lower than proposed. 

Additionally, he proposed a medical assistance to the people rendering election service in such amount as may be determined by the Commission, sufficient to answer for medical and hospitalization expenses, until recovery.
