EO 43 defended

A presidential order creating the Presidential Anti Corruption Commission to replace the now defunct Presidential Anti Graft Commission was defended as valid, as both bodies were created via presidential executive orders.

In a statement, Bernadette Herrery-Dy, chair of the House Committee on Public Information,  defended the issuance  of EO 43, series of 2017.

EO 43 basically copies the provisions of executive orders that created the now defunct PAGC, its composition, powers and functions.

In addition, EO 43 appropriately mentions and invokes the Anti-Graft and Corrupt Practices Act, the Code of Conduct and Ethical Standards for Public Officials and Employees, and the Administrative Code of 1987.

It is another step forward by the President in his commitment to the people to get rid of corruption and correct ethics of people in government most especially the regulatory bodies of public utilities like the Energy Regulatory Commission (ERC), Metropolitan Waterworks and Sewerage Systems (MWSS), National Telecommunications Commission (NTC), Toll Regulatory Board (TRB), etc.

She said she hopes that the EO can withstand any legal review as to its constitutionality.

She also expressed her hopes that the new body will be manned by the right people screened rigidly and those to be appointed are very good people for its proper and effective implementation. #
