Common good, rule of law must guide social media

Rep. Bernadette Herrera-Dy, Bagong Henerasyon Partylist and chairman of the Committee on Public Information, said that the common good and rule of law must be the guide in both mainstream and social media/bloggers. 

In a statement, Herrera-Dy said the new ecosystem of media has emerged and all creatures, great or small, interact and are influenced by each other and the environments they happen to live in.

To keep matters organized and as sane as possible, the people must be guided by the common good and rule of law, the beacons of light when darkness and confusion set in.  

The role of government in all of these is to lay down policies that are faithful to and implement the law and seek the common good. 

Trusting in the common sense and sanity of responsible adults, she said, she supports self-regulation by each of the different sectors of the media and laws that will promote self-regulation and freedom of information. 

As chair of the House committee on Public Information, she said she is open to proposals from the exponents of mainstream media, new media, and virtual reality on how Congress can encourage, not hinder, self-regulation.  

Free speech, whether spoken or written, are protected human rights. No matter how senseless, abrasive, or fiery. However, protected free speech is not absolute. Freedom of speech must be exercised responsibly. The right to freedom of speech ends where the rights of others begin. These are principles that transcend time and space and technologies.
